The government are to appeal against this Tribunal of Commissioners decision at the Court of Session in Edinburgh.  This has now become known as "The Gillies Case".  The hearing date is now set for October 2003.  This means all pending appeals for any related cases are held up waiting for this.  Not that we would suggest the goverment is being deliberately slow in dealing with this, it just seems they are saving more money by delaying any decision.
